Contrary to common misconceptions, the Chinese government and research institutions actively engage with AI risks, frequently citing Western safety frameworks and organizations to inform their own strategies. While US frontier models currently lead in deployed safeguards, Chinese academic research on topics like agent autonomy, mechanistic interpretability, and biosecurity is expanding rapidly. Regulatory bodies, led by the Cyberspace Administration of China, maintain strict oversight through mandatory service registries and ongoing dialogue with industry, occasionally imposing delays to ensure compliance. Although China lacks a robust independent non-profit sector for safety research, its academic institutions have effectively adopted and adapted global safety standards, reflecting a systematic, state-supported approach to managing the challenges of transformative AI.
