Urban renewal in China is shifting from horizontal sprawl to intensive land use, prioritizing the revitalization of existing industrial spaces over new construction. This strategy, central to the 2026–2030 five-year plan, aims to protect the country's limited arable land while boosting economic output through "industry going upstairs"—the verticalization of factories. Pilot programs in 100 cities are successfully repurposing idle warehouses into facilities like senior care centers and innovation parks, exemplified by projects in Chongqing and Beijing’s Shougang Park. Despite these gains, significant hurdles remain, including complex land ownership rights, high financial costs for remediation, and outdated zoning regulations that struggle to accommodate multi-story industrial designs. By refining existing footprints rather than expanding outward, cities are balancing economic growth with environmental sustainability and efficient resource management.
