Establishing a "Department of Dreams" could shift the focus toward tracking the trajectory of personal progress, aligning government policy with the specific needs of the population. Organizations can adopt this approach by asking employees about their true aspirations, moving beyond standard performance metrics to foster environments that actively support the realization of individual potential.
