
The US-China AI competition centers on a pervasive "race" narrative that obscures the necessity for collaborative safety frameworks. While Washington prioritizes maintaining supremacy, China pursues a more diffuse strategy focused on industrial applications and iterative regulation. Despite significant compute constraints, Chinese labs maintain competitiveness through model distillation and a rapidly evolving regulatory apparatus. However, both nations face a critical mismatch between the accelerating speed of AI-driven incidents and the slower, bureaucratic nature of government response. Establishing crisis communication channels and sharing technical safety data are essential to mitigate catastrophic risks, particularly as frontier models exhibit autonomous hacking capabilities. Matt Sheehan, a senior fellow at the Carnegie Endowment for International Peace, emphasizes that building mutual understanding of these risks, rather than relying on trust, offers the only viable path to preventing uncontrolled AI development in a polarized geopolitical landscape.
