Current frameworks, such as the Toxic Substances Control Act, were designed for chemicals rather than biology, creating a catch-22 where researchers cannot generate the necessary safety data because they are prohibited from conducting small-scale environmental experiments. This regulatory opacity stifles innovation, leaving the field without clear, evidence-based pathways for testing and deployment.
