The Government Contracting Playbook: Leveraging Military Logistics, AI Solutions, and Public Sector Procurement with Kamar Perkins

In a recent episode of The Thoughtful Entrepreneur Podcast, host Josh Elledge sat down with Kamar Perkins, an Army National Guard veteran and the Founder and President of Protech Consulting Group, to unpack the operational strategies required for small businesses and veteran founders to scale within the federal marketplace. Kamar, a former quartermaster officer and seasoned public sector growth architect, details how military leadership principles translate directly into technical entrepreneurship and government procurement execution. This conversation provides an essential, practical guide for B2B founders, defense contractors, and technology leaders looking to leverage artificial intelligence, navigate agile procurement shifts, secure set-aside certifications, and establish high-trust relationships across government agencies.

The Public Sector Growth Architecture: Harnessing Military Operations, AI Tech, and Agile Procurement

The primary obstacle preventing emerging technology firms from breaking into federal, state, and local government contracting is navigating the dense compliance mandates of the Federal Acquisition Regulation (FAR) while building verifiable past performance. Kamar Perkins explains that military veterans possess a distinct competitive advantage in this sector because core service roles—particularly logistics, supply chain management, and tactical leadership—mirror the complex resource allocation required for high-stakes government projects. Rather than attempting to secure multi-million-dollar prime contracts immediately, small businesses must adopt a phased approach: partnering as subcontractors with established prime vendors, tapping into Service-Disabled Veteran-Owned Small Business (SDVOSB) or 8(a) set-asides, and building a proven track record of execution.

Scaling a specialized tech consultancy in the public sector demands delivering high-demand, future-proof software capabilities like artificial intelligence and machine learning tailored to specific agency missions. Because federal decision-makers prioritize data security, system scalability, and ongoing serviceability, technology providers must build robust documentation and clear upgrade paths into every solution. As federal procurement trends shift toward agile acquisition frameworks—which favor iterative project delivery and faster timelines—small firms must position themselves as agile innovation partners. Coupling technical capability with staff who understand public sector culture enables boutique firms to win competitive proposals and deliver measurable operational impact for agency clients.

Furthermore, driving long-term enterprise growth across both commercial and government markets requires business leaders to replace transactional cold pitches with intentional, relationship-driven networking. Actively engaging agency contacts, participating in industry trade groups, and sharing authoritative thought leadership across digital channels builds institutional trust long before an official Request for Proposal (RFP) is issued. Maximizing visibility through executive media opportunities, maintaining complete press kits, and consistently following up with strategic partners transforms simple introductions into long-term sub-contracting and prime opportunities. When military operational discipline, cutting-edge AI delivery, and proactive relationship building are synthesized into a single business architecture, small enterprises successfully eliminate procurement friction, protect profit margins, and predictably expand enterprise valuation.
