Mandates for rapid production plans often overlook the necessity of long-term foundational investment in labor and raw materials, as vertical integration is not a viable strategy for all firms. In Europe, the shift toward retooling automotive manufacturing for defense applications has successfully boosted armored vehicle and artillery production. However, broader decarbonization in civil aviation remains a distant goal, as current hybrid-electric experiments offer only marginal improvements compared to the systemic changes required for meaningful emissions reduction.
