Iran’s economy functions as a "mafia state" where resource allocation depends on loyalty to the ruling system rather than market merit. Religious foundations, known as *bonyads*, and security forces exert control over major industries, often operating above the law and without transparency. While a vibrant tech startup scene emerged in the 2010s, it faced systematic co-option as security forces forced successful firms to surrender equity in exchange for protection. This environment of institutional chaos and competing factional interests creates extreme uncertainty for businesses, rendering traditional economic development models ineffective. Ideological priorities frequently supersede economic growth, as the state prioritizes military development and regional influence over domestic prosperity. Consequently, foreign investment and economic liberalization efforts often fail because the regime’s primary objective remains political survival rather than economic stability.
