Despite concerns that open-source releases might facilitate malicious activity, industry leaders like Zhipu and Minimax remain committed to open-source strategies as a competitive necessity. Ultimately, the two nations are converging on parallel regulatory paths, with China prioritizing state-directed security and the U.S. increasingly adopting state-capitalist interventions to manage the societal and national security risks posed by rapid AI advancement.
