The City

A massive, illegal construction dump in Chicago’s North Lawndale neighborhood serves as a stark case study of urban corruption and environmental injustice. During the city's 1990s infrastructure renaissance, operator John Christopher established a six-story-high mountain of debris across from a local elementary school and residential homes. By undercutting legal landfill fees, Christopher profited from the city's construction waste while ignoring health hazards like toxic dust and structural instability. Local block club leaders, including Gladys Woodson and teacher Dolores Robinson, mobilized to confront the dumping, facing an arrogant operator who leveraged deep ties to the criminal underworld. This situation exposed the deep-seated apathy and systemic failures within city government, where the drive for development often prioritized profit over the safety and well-being of marginalized communities.
