1 - Biden Signs Executive Order To Bolster US AI Infrastructure

By Shannon McDonagh. Newsweek. Jan 14, 2025.

President Joe Biden signed an executive order Tuesday to expedite the development of artificial intelligence (AI) infrastructure in the United States.

The order calls for large-scale AI data centers and clean energy facilities to be built on federal land, aiming to maintain U.S. leadership in the sector while safeguarding national security and supporting clean energy goals.

Why It Matters

Biden's executive order comes amid ever-growing global competition in AI and its development, particularly between the U.S. and China.

By investing in domestic AI infrastructure, the president argues that the U.S. can secure sensitive systems and technologies from foreign access and ensure they are developed under American oversight. The administration says the move could help prevent the U.S. from growing dependent on other countries to access AI tools.

"AI will have profound implications for national security and enormous potential to improve Americans' lives if harnessed responsibly," the President said in a statement.

What to Know

The executive order directs the Departments of Defense and Energy to identify three federal sites each for private sector development of AI data centers.

These centers will rely entirely on clean power sources to meet energy demands. Developers must cover all construction and operational costs, ensuring that infrastructure projects do not increase electricity costs for consumers. Biden's framework seeks to address the long-held concerns of environmental activists and tech observers, who fear the energy consumption required to train and operate large-scale AI models significantly negates the benefits of the technology.

"The volumes of computing power, electricity needed to train and operate frontier models are increasing rapidly and set to surge even more," said Tarun Chhabra, deputy assistant to the president and coordinator for technology and national security. "By around 2028, we expect that leading AI developers will be seeking to operate data centers with as much as five gigawatts of capacity for training AI models."

Sourcing Land & Electricity Pricing

Additionally, the Interior Department will identify federal lands suitable for clean energy projects that can support data centers. Public labor agreements are required for construction, and some sites will be reserved for small and medium-sized AI companies to foster innovation across the industry.

The Energy Department will provide guidance to state utility commissions on electricity pricing to accommodate the growing energy demands of AI infrastructure. A study on the impact of AI data centers on electricity prices will also inform future policies.

Biden's administration has been working to limit China's access to advanced AI technology, recently proposing export restrictions on AI chips. These rules, which could affect over 120 countries, have sparked pushback from industry leaders concerned about global competitiveness while preserving U.S advantages.

What People Are Saying

Tarun Chhabra, deputy assistant to the president coordinator for technology and national security said in a statement: "From a national security standpoint, it's really critical to find a pathway for building the data centers and power infrastructure to support frontier AI operations here in the United States."

Joe Biden, President of the United States of America said in a statement: "We will not let America be out-built when it comes to the technology that will define the future, nor should we sacrifice critical environmental standards and our shared efforts to protect clean air and clean water."

"If it's China and not the United States determining the future of AI on the planet, I think that the stakes of that are just profound," said White House national security adviser Jake Sullivan on Monday, following the Biden administration's announcement re
