America’s defense industrial crisis stems from a transition from a founder-led "arsenal of democracy" to a highly financialized, consolidated landscape. During World War II, maverick innovators like Henry Kaiser and Jack Northrop leveraged mass production to rapidly scale military output. However, the 1993 "Last Supper"—where 51 defense primes were mandated to consolidate into the current five—shifted the industry's focus from creative risk-taking to dividends, buybacks, and mergers. Shyam Sankar, CTO of Palantir, argues that this evolution replaced mission-driven innovation with a transactional, cost-plus mindset that avoids risk and lacks a mechanism to reward modern mavericks. The current industrial base prioritizes conformity and hourly billing over the venture-backed, high-scale returns necessary to maintain a competitive edge. This cultural and structural chasm between government mission and private profiteering remains the core obstacle to revitalizing American defense capabilities.
